Help I got girl problems!?

Ok so there is this girl and she's 15, same as me. My cousin who is her friend told me that this girl liked me when I was 11. I don't know if she still does, my cousin thinks she does. She always says hi to me every day and sometimes bye. She likes to touch me on the hands and my hair, she says I have really nice hair. She always complements on my shoes. She is drop dead gorgous, she has big , smokin *** long smooth legs and blonde hair. She always wears shirts the show her and mini shorts and skirts or tight pants. If you think she like me do you think I should just make a move and touch her or hair or put my arm around her or touch her back or put my hand in her lap. Or should I just ask her out and how. Thanks
