Does Formula cause phlegm??

My 3 month old baby has been sick with a cough & phlegm for about 3 days now. I've heard that formula causes more phlegm. Does anybody know if this is true or if there is anything else I can give my baby?? My mother in law suggested boiling rice & giving him the rice water only but this does not fill him up, he is a big boy! Thanks!!
